To get this gear you need to complete a ticket quest. All of the tickets are antique emerald jewelry, and they're located in the various Secrets of Avatar
The tickets are:
antique emerald bracelet
antique emerald tiara
antique emerald brooch
antique emerald earring
antique emerald necklace
Once you have them all, go to Count Orosca, a portable mob in Midgaard, and give one of the tickets to him.
